Senior Programme Officer at National Trust.

    The St. Lucia National Trust invites applications for the post of Senior Programme Officer. Successful applicant will be expected to sign a two-year contract in the first instance with an option to renew.
    The successful candidate will be responsible among other things for:
    * the conceptualisation of project ideas and development of these ideas into viable projects;
    * assisting with negotiating with donor agencies;
    * project implementation and management;
    * assisting with the preparation of annual and quarterly workplans;
    * assisting with the preparation of annual and quarterly budgets;
    * evaluation of annual and quarterly workplans;
    * management of Pigeon Island National Landmark;

    Qualifications and experience: A Masters Degree in Resource Management or Environmental Studies with at least three years working experience in a relevant field or a Bachelor of Science or Arts degree in Geography, Resource Management or Environmental Studies with at least five years working experience in a relevant field.
    The successful applicant must be a good team player and have management skills and experience. Applicants should be bilingual, i.e. have excellent writing, speaking and presentation skills in English language and be a speaker of the Kwéyòl language.     Qualifications:
    * Masters or equivalent professional degree from a recognized University.

    Experience: At least 5 years' experience in business and financing.

Establishment of an MIS for Ministry

    The Ministry of Agriculture, Forestry and Fisheries, as part of its ongoing programme of institutional strengthening, invites applications for the design and establishment of a Management Information System for the Ministry. It is the Ministry's intention to establish a platform that will allow for the networking of its various departments, divisions and regional offices, and permit the management of all relevant sector information. It is expected that the successful applicant will, after detailed discussions with key Ministry officers and sector stakeholders:
    * Design an MIS that will facilitate the management of information on, inter alia, the financial management of capital programmes, agricultural commodity production, domestic and export marketing of agriculutral products, natural resource management, human resource management, and investments in the sector.
    * Recommend hardware and software required for the implementation of the MIS;
    * Recommend appropriate training for the intended users of the system;
    * Oversee the implementation of the MIS.

Secretary-General at CPA

    Commonwealth Parliamentary Association appointment.
    The Commonwealth Parliamentary Association is the parliamentary wing of the Commonwealth and brings together some 15,000 Commonwealth Parliamentarians from more than 164 Parliaments and Legislatures in 51 of the 54 Commonwealth countries around the world. The Secretariat is located in London.
    Secretary General
    Reporting to the Executive Committee of the Association, the Secretary-General heads a staff of 14 and is primarily responsible for the overall promotion of the Association's activities. The Secretary-General is the chief executive officer of the Association and, in that capacity, administers its affairs and manages the staff of its Secretariat. He/she will be a person who has demonstrated leadership qualities and will have an extensive knowledge of Commonwealth and parliamentary affairs.
    The appointment will be for a five-year contract period from 1 January 2002. The salary will be commensurate with qualifications and experience and will not be less than £70,000 p.a. In addition an overseas allowance of 15% of the gross salary will be paid to a successful applicant from outside the British Isles. A non-contributory pension plan and health care insurance are also provided.
