The organizing committee announces the 11th annual St. Lucia Regatta to be held fromJanuary 15-18, 2004, at Rodney Bay, Saint Lucia,West Indies. This program is an overview of the event; and as such the contents are for promotional purposes. The final race courses, sailing instructions and detail schedules will be presented in a separate document.

Rules
The sailing series will be governed by the international sailing federation (ISAF) racing rules of sailing for 2001-2004, hereafter referred to as racing rules, the prescriptions of Saint Lucia Regatta (SLR) and the issued sailing instructions. The regatta is classified as a category C event, racing rules appendix 1. Racing rules 30, starting penalties, shall not apply. The proposed classes are as follows
Racing (spinnaker)
Cruising I
Cruising II
Note
Definition of spinnaker shall be as specified in the present Caribbean sailing association (CSA) rating rules book
Handicaps
The Current CSA Rating Rule will apply to Racing and Cruising I classes. Cruising II will race under the simplified CSA rating rule. All boats must fill in the supplied measurement at registration form or present valid measurement certificates* upon entry.
*(Measurers will be on hand to assess boats for CSA rating and issue certificates.)
Class splits
The race committee may split a class depending on the number of entries. Also the race committee shall decide in which class a boat shall race. The decision of the race committee is final
Entries
Eligible boats may be entered by sending the completed registration form bye-mail, fax, post, or by hand accompanying it with the appropriate fee. Forms are available from SLR committee Saint Lucia (tel: 458 2083), s/v Clara on C dock at Rodney Bay Marina Saint Lucia, and Saint Lucia Yacht Club (tel: 452 8350) on RodneyBay, and online at www.slucia.com/regatta, or email us at regatta@slucia.com
Entries will be accepted right up to the race briefing. Late entries will be accepted at the discretion of the committee.
Briefingis at 1830hThursday 15 January 2004 at the Saint Lucia Yacht Club on RodneyBay.
Fees: All classes US$100.00(early entrants by 14.01.04 enjoy a reduction to US$75.00), Yachts associated with SLSC/SLYC US$75.00. Entries must be received by 1830 on Thurs. Jan. 15th. Faxed or e-mailed entries will be accepted, provided the original documentation and entry fees are received by the entry deadline. Entries received thereafter may be accepted at the discretion of the Organizing Authority

Penalties for breaking rules of part 2
The scoring penalty racing rules 44.3 will apply
SCORE
The low point scoring system racing rules appendix A7' will apply except that all races shall count and a boats total score will be the sum of scores for all the races.

"Funday Sunday" Beach Party, layday beach games, barbeque and fun races followed by Prize giving and closing concert at Saint Lucia Yacht Club,RodneyBay.
