IT Systems Manager at Courts

Manager at Government Printery

    Manager at Government Printing Establishment, Jeremie Street, Castries. Grade 18.
    Function:
    * Supervision: all staff of the Government Printery;
    * Internal liaison: Head of Department, senior staff;

    Duties and responsibilities:
    * Provide pro-active leadership to the Government Printing Establishment;
    * Supervise the day to day operations and functions of all staff;

Enforcement Officer at SLSWMA

    Applications are invited from suitably qualified persons for the appointment of one Enforcement Officer within the St. Lucia Solid Waste Management Authority.
    Qualifications: Minimum qualifications are successful completion of a tertiary level programme with two years work experience. Working experience in the environmental fields would be an asset.
    General accountability: The Enforcement Officer will report to the Operational Manager, and will be responsible for separate geographical areas, within one of its enforcement zones. The incumbent will be primarily responsible for monitoring solid waste collection and disposal services which have been contracted out by the Authority. Also he/she will be responsible for ensuring that public complaints are appropriately responded to on a timely basis, and for assisting with the Authority's public education and awareness programmes.
    Duties and responsibilities:
    * Work in close collaboration with the Operations Manager to ensure the efficient regulation, monitoring and enforcement of waste management services. Tasks will include the preparation of regular reports for submission to the Operations Manager, including, but not limited to, contractor performance, public complaints, accidents and incidents;
    * Monitor the performance of contractors involved in waste collection services to ensure they conform to contract specifications including operational plans, scheduling, staffing and health and safety provisions;
    * Ensure that members of the public and the commercial, industrial and institutional sectors comply with appropriate waste storage and waste segregation requirements;
    * Monitor the operations at the existing disposal sites, and at new landfill sites to be constructed, to ensure they conform to contract specifications;
    * Monitor waste recycling facilities, including composting initiatives, at the disposal sites and within participating communities;
    * Monitor facilities for the collection and treatment of hazardous waste, including biomedical waste, and ship-generated waste;
    * Assist with public education programmes related to solid waste management, as required;
    * Respond to public complaints;
    * Perform other related duties assigned by the Operations Manager or the General Manager.
    Conditions: The successful applicant will be required to possess a valid driving license and to own, maintain and operate a motor car to enable effective discharge of duties, in respect of which an allowance will be paid.
    Salary will be commensurate with qualifications and experience. The successful applicant will be offered an initial three year contract with the option for renewal upon successful completion of his/her term.

Consultant Social Researcher at CDB

    Applications are invited from suitably qualified individuals from among nationals of Borrowing Member Countries of the Caribbean Development Bank (CDB) for appointment as Consultant Social Researcher in the Social and Economic Research Unit in the Economics and Programming Department (EAPD) of CDB.
    The initial duration of the assignment is two years. Funding for the consultancy has been provided by the Department for International Development (DFID) of the Government of the United Kingdom of Great Britain and Northern Ireland.
    Scope of work. The primary functions of the Consultant are:
    * to provide advice on the formulation of programmes of social and economic research to support CDB's mission and objectives, to design research projects and to formulate terms of reference for research contracts;
    * to monitor and supervise research projects;
    * to conduct research on specific social and/or economic issues as directed;
    * to organise programmes for training CDB staff in social research methods, with emphasis on qualitative techniques and on combining qualitative and quantitative methods;
    * to organise, promote and participate in workshops and seminars on the design and conduct of social research, and on the applications of social research for the achievement of CDB's mission and objectives;
    * to establish, within CDB, in collaboration with the Statistician in EAPD, programmes for the systematic collection, storage, aggregation and retrieval of social and economic data of interest to CDB; and
    * to collaborate with other institutions, regional and extra-regional, in research and research dissemination.
    Training and capacity. The Consultant is expected to have a degree in the Social Sciences including Economics, together with a postgraduate qualification in Sociology, Anthropology, Development Studies or an allied subject, and would have been working in social research or social policy research for at least five years.
    The Consultant should be able to demonstrate competencies in qualitative and quantitative assessments and to work creatively and proactively in an environment of relative data scarcity.
    Leadership qualities, strong self motivation, and the ability to work in a team environment are absolute requirements. Evidence of previous research work and publications would enhance a candidate's prospects of selection.
    Reporting arrangements: The Consultant will report to the Chief Research Economist in the Social and Economic Research Unit, and will work under the overall direction of the Director of the Economics and Programming Department of CDB.
