Public Relations Officer and Technical Officer
at the Poverty Reduction Fund

    The Poverty Reduction Fund (PRF), established by the Government of St. Lucia and funded jointly by the Government, the European Union and the World Bank, is working towards the eradication of poverty and the development of low-income communities in St. Lucia. We are looking to recruit people who have a high degree of motivation and initiative, and who share our commitment to the development ethic. We invite applications from suitably qualified persons to fill the post of Public Relations Officer and the post of Technical Officer .

    The
    Public Relations Officer will assist the PRF in its public relations work.
    Job responsibilities:
    * Assisting the PRF in creating and disseminating a public image consistent with its communications policy.
    * Promoting the PRF to private sector institutions, NGO's, Government Ministries and communities.
    * Working with the PRF to create short, medium and long term promotion campaigns and strategies, by which it presents itself externally.
    * Preparing promotional material for the PRF including video documentaries, leaflets, pamphlets and fliers.
    * Placing advertisements and press releases in the newspapers and other media for public information.
    * Assisting in the organisation of conferences, seminars etc. connected to the work of the PRF.

    Technical Officer will assist the PRF in the different aspects of the project cycle.
    Job responsibilities:
    * Assistance in the preparation of documentation of sub-projects.
    * Assistance in preparation of cost estimates for sub-projects.
    * Assistance in procurement of labour, materials and equipment for implementation of sub-projects, whether by direct labour or by contract.
    * Monitoring and inspection of construction works in conjunction with the communities and with PRF.
    * Preparation and submission of progress payment vouchers and disbursements for work accomplished.
    * Assisting communities in the development and preparation of plans for sub-project maintenance, and monitoring of post-implementation activities.
    * Collection of field data to assist in the monitoring of sub-projects.
    * Any other duties as may be assigned.
    Minimum qualifications:
    A Building Technician Diploma from Sir Arthur Lewis Community College (or equivalent). Some work experience will be necessary.     The Caribbean Environmental Health Insititute (CEHI), a Caricom insititution based in St. Lucia and established to provide technical and advisory services in all areas of Environmental Health Management, is seeking to recruit suitable candidates for the following positions:

    Sanitary Engineer.
    Main responsibility: Providing engineering advice and assistance to all CEHI Member States in waste and water management.
    Qualification & Experience:
    Advanced University Degree in Sanitary/Environmental Engineering with at least 5 years relevant working experience in basic sanitation and environmental hygiene related to developing countries. Computer literate in Windows based software, including MS Office and MS Project.

    Documentalist/Information (Intelligence) Officer
    Main responsibility: Manage the day-to-day operations of the institute's Documentation Centre and conduct preliminary Environmental Health research.
    Qualification & Experience:
    University Degree in Chemistry or Biology or in a related Environmental Science Field. At least a first degree in Library Science or Information Management and three years experience in an academic or in a professional service organisation's library. A working knowledge of CDS/ISIS, Microsoft Professional Office Suite is also necessary.

    Public Education/Information Officer.
    Main responsibility: Assist in the development and coordinate the implementation of all aspects of public relations programmes, media relations and public education/information campaigns on behalf of the Institute.
    Qualifications & Experience:
    At least a first degree in Mass Communications, Social Studies or related discipline, with at least three years progressively responsible professional experience and proven ability in public relations/education or journalistic activities.

    Formation Technology Officer.
    Main responsibility: To provide support in database administration, application development, systems administration, network management and web site maintenance.
    Qualifications & Experience:
    At least a first degree in Computer Science or other related discipline and at least three years experience in information technology. Experience in the operation and management of LAN, especially NT Network and in designing and maintaining websites. Good working knowledge in database techniques especially MS Access and familiarity with structured system development tools and methodologies are essential.

    Technical Assistant.
    Main responsibility: Assist in the preparation of technical reports, project proposals and presentations and in the analysis and interpretation of data and information to include statistical analysis.
    Qualifications & Experience:
    Bachelor of Science (BSc) with majors in Chemistry and/or Biology. Thorough knowledge of Microsoft Office Suite and statistical and graphics software packages. Knowledge of Spanish will be an asset.

Production Manager

Manager Research and Marketing

    The Eastern Caribbean Home Mortgage Bank (ECHMB) is an independent privately-managed mortgage bank which is engaged in buying and selling mortgage loans for the purpose of providing greater liquidity to the primary lending institutions, as well as assisting the development of the region's capital market. Boat Driver at SunSwept Resorts

    SunSwept Resorts, the premier all-inclusive resorts, requires a boat driver for its very busy Scuba Diving operation. The successful applicant must possess an excellent all round education, be fluent in English and a good communicator with a cheerful disposition and positive manner. Enjoy mixing with people and have a good knowledge of St. Lucia. Prior experience in a similar position will be an asset though not essential. Lecturers at Sir Arthur Lewis Community College

    Applications are invited from suitably qualified persons to fill the post of Lecturer/Assistant Lecturer in Physics and Educational Psychology at the Sir Arthur Lewis Community College for the academic year commencing September 1999.
    Qualifications and experience:
    Applicants must have a first degree or equivalent in the related subject area from a recognized university and a Master's Degree. Placement in the staff structure of the College will depend, in addition to a degree, upon years of teaching experience in the subject, and recognized qualifications in education or in the teaching of the subject.
    Experience in teaching at the tertiary level will be an asset.
    A certificate or diploma in Education will be an additional asset.
    Applicants should normally be over twenty-five years of age.
    Duties and responsibilities:
    Applicants will be expected to teach assigned courses, set and mark assignments and examinations as determined by the Dean, and participate in the curriculum development work of the College.
    Application procedure:
    Interested, eligible candidates are invited to apply by completing the prescribed forms which can be obtained from the Registrar's Office, Sir Arthur Lewis Community College, Morne Fortune, Castries.
    Completed application forms must be returned to the Registrar's Office not later than Monday August 9, 1999.
    Terms of appointment:
    Appointment will be on a one or two year fixed term nature with the possibility of renewal.
    Salary will be determined by the qualifications of the applicant in accordance with the salary scales approved by the College.
    Quarters, free medical attention and medicines will not be provided. The successful applicant's income will be liable to taxation in accordance with the local Income Tax Act.
