    Organisation of Eastern Caribbean States Staff Vacancies.
    Applications are invited from suitably qualified persons to fill the following positions on a USAID-funded project in the Development of Small and Medium-sized Enterprises in OECS member countries over an initial 3-year period. The project is to be implemented by the Secretariat's Export Development Unit (OECS/EDU) located in the Commonwealth of Dominica.
    Project Coordinator
    Functions of the post:
    * Identification on a sector and product basis of the requirements for technical support to SME's in export development and marketing leading to the design of appropriate programmes for the provision and delivery of support to target companies;
    * Management of the project team in its delivery of services/support to target clients and provide an oversight to all client work plans and project assistance;
    * Administration of project finances;
    * Management of the project revolving loan fund;
    * Project reporting systems as required by EDU and USAID;
    * Project support delivery to target companies in Dominica (to include undertaking diagnostic assessment, preparation of action plans, training in business operations with the application of appropriate software packages and technical support in market development);
    * Coordination of project activities with other EDU programmes and with other donors/support agencies in the delivery of business services to SME's.
    Qualifications and experience: Degree level qualifications, post-graduate training in Business Administration or related discipline desirable. At least 5 years experience in an executive position preferably in a private sector development or commercial institution/company with demonstrated financial management, market development and excellent computer skills. Experience in project monitoring and evaluation and familiarity with USAID projects a distinct advantage.

    Three Business Advisors
    Functions of the post:
    Three positions available to be located in selected OECS member countries. Business Advisors will be responsible for the following:
    * Identification of target sectors, products and companies/enterprises to receive project assistance;
    * Assessment of individual operations of target enterprises and the formulation of individual business plans with accompanying assistance/activity plans to increase sales and productivity;
    * Delivery of advisory and technical support directly to client enterprises in financial and operational management (including product development and input efficiencies and in marketing and promotion);
    * Identification of external expertise and coordination of technical interventions required by client enterprises, that will include product assurance certification and establishment of marketing systems;
    * Monitoring of project deliverables.
    Qualification and experience:
    Degree level education in Business Management/Administration or in Agriculture with management experience. A minimum of 5 years business development experience preferably in the private sector. Excellent computer skills required. Experience in product development, management systems and marketing with training skills a distinct advantage.

    Information Technology Specialist
    Functions of the post: the post to be located in the office of the Project Coordinator and will be required to provide support to the project team and client companies in the following:
    * Assessment of computer hardware and software needs of client companies;
    * Development and installation of appropriate hardware and software capacities in client companies and associated training and maintenance;
    * Development of websites for client companies (in short turn-around time);
    * Management of project communication systems;
    * Identification of other IT providers in the region, including computer training specialists and web designers, and providing referrals for outsourcing of services.
    Qualifications and experience: degree level training in Computer Science/Technology with a minimum of 3 years experience in IT applications. Training skills an advantage.

Administrative Assistant at SALCC

Financial Controller/Senior Accountants in Bermuda

    Government of Bermuda. Financial Controller/Senior Accountants $75,000 - 92,000 (per annum), three year contract. Vacancies exist in various Government Ministries for Senior Accountants and/or Financial Controllers.
    Under the direction of the respective Permanent Secretary the Comptroller will assume responsibility for the Ministry's current account budget, as well as capital budget.
    The post holder will be responsible for:
    * Preparing the Ministry's budget;
    * Ensuring expenditure is controlled and in accordance with Government Financial Instructions;
    * Timely financial reports to all Managers;
    * Providing advise to the Minister and Senior Officers on financial policy and related matters;
    * Be hands-on and supervise all accounting and administrative activities in the Ministry;
    * Providing human resource management and administrative support;
    * Supervising all professional and clerical staff including trainee accountants.
    Applicants must hold a professional accounting designation and be a full member of a professional accounting body (CMA, CA, CPA, CGA). Five years post qualification experience in a related government department or a large private corporation is also required.

    The Bermuda dollar is equivalent to the US dollar.
