Accountant at SLSWMA

    Applications are invited from suitably qualified persons for appointment to the post of Accountant with the St. Lucia Solid Waste Management Authority (SLSWMA).
    Qualifications: at least a university degree in Accounting with minimum three years experience. Computer software skills, particularly related to accountancy, are a pre-requisite.
    General Accountability: The Accountant will report to the General Manager and be primarily responsible for maintaining sound accounting procedures.     Duties/tasks:

    * Prepare quarterly financial reports and biannual financial statements (in September and March of each year) for project budgetary control and input into project progress reports;
    * Manage project expenditure, ensuring full compliance with project rules and procedures agreed between the Bank, Caribbean Development Bank and Government of St. Lucia for the project;
    * Maintain separate accounts for the project ensuring at all time that funds of the project are not commingled with any other funds;
    * Be accountable for all funds received into and disbursed from the Bank-financed Special Accounts, and other disbursements form Credit and Loan Accounts;
    * Liaise with Ministry of Planning Accounts Department to ensure that the St. Lucia Annual Estimates of Expenditure include the minimum amounts required for Project execution;
    * Prepare annual workplans and budgets for the effective financial management of the SLSWMA, and investigate and analyse variances from budget;
    * Prepare monthly and special financial statements and reports, and ensure their accuracy and timeliness;
    * Review receivables and payables, ensure prompt settlement of payables to the Authority's suppliers and contractors, and that receivables are settled within a reasonable time;
    * Maintain the mechanisms for, and monitoring of, financial transfers into the Authority from organisations collecting fees on behalf of the Authority;
    * Prepare monthly payroll schedules, NIS statements, and arrange NIS and PAYE payments, salaries, remuneration, allowances, pensions, gratuities, provident fund and other superannuation benefits;
    * Attend project review meetings with, and prepare financial reports for the donor agencies;
    * Prepare for, facilitate and participate in the conduct of end-of-year financial audits;
    * Maintain a register for the inventory and disposal of the Authority's fixed assets, and maintain appropriate insurance coverage for all assets of the Authority;
    * Directly supervise and assess staff under the Accountant's supervision;
    * Any other duties assigned by the General Manager.

    Duties:
